I. Premise:
In accordance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 23, 2018 No. 952 “On measures to implement the project “Emergency medical services project” with the participation of the World Bank's International Development Association (IDA), the project “Emergency medical services project” was launched.
As part of the project component (Component 1: Creating favorable conditions for EMS, managing the system and improving the EMS quality), a number of interrelated activities will be carried out to reorient the EMS system to provide high-quality ambulance and emergency medical service. Funding for technical assistance, training, study tours, surveys and equipment has been planned.
This component includes subcomponent 1.1: Regulation, management and operational management, created to implement the EMS concept, to manage the implementation and functioning of the system with the development of a regulatory framework for EMS. This subcomponent will help to develop such a regulatory framework and, if necessary, will provide its legal support and refinement throughout the project life cycle.
According to the approved feasibility study, it is planned to hire an international consultant to analyze the legislative and regulatory framework for emergency medical service to identify needs for their further improvement based on international best practice.
II. Scope of Consulting Services.
Purpose of Assignment: Provide support to the project in preparing specific proposals for improving the regulatory framework governing emergency medical services based on international experience.
For the purposes of the Project, the Project Implementation Unit (PIU) invites an experienced specialist to perform the following types of work:
- The consultant will analyze and study the experience of foreign countries on the legal regulation of the emergency medical service system, based on the work carried out by the local legal consultant. He will assess the possibility of implementing these or those norms in the legislation of Uzbekistan, determine the volume of services rendered and the need of the population for them, on the basis of a comparative legal analysis, identify problematic issues in regulating the emergency medical service system in the legislation of Uzbekistan. Based on the results of the analysis, the Consultant will present and propose reasonable measures to improve legislation in the field of emergency medical service.
- Analyzing international best practices, the Consultant will prepare proposals for improving regulatory documents aimed at improving the quality of medical service, regarding new clinical protocols and standards for dispatchers and for ambulance teams to legitimately provide the ability to forward calls "103" to other service levels (for example, primary link), when necessary, as well as for the effective regulation of the volume and types of emergency medical service at the level of the Republican Scientific Center of Emergency Medical Aid, its branches and sub-branches (based on the report of the international protocol consultant).
- The consultant will conduct (on the basis of the final report of the local consultant) an analysis of the regulatory framework of foreign countries on the effective interaction of medical services of the Ministry of Health with other ministries and departments responsible for providing qualified assistance in catastrophes and emergencies and make proposals based on the widespread use of modern world standards, operational management using information technology.
- Formation of a detailed plan and project interventions in the field of improving legislation to improve the organization of emergency medical service in the Republic of Uzbekistan based on international experience and best international practices.
Expected Work Results:
An international consultant will work with a local consultant to provide results and reports.

III. Qualification requirements
General requirements
The consultant should have relevant working experience at the international level in legal advice on the development of regulatory documents, a similar experience in the field of health is an advantage. A high level of knowledge of oral and written English is mandatory, knowledge of the Russian language will be an advantage. It is also important to have interpersonal skills. In preparing complementary aspects of the project “Emergency Medical Services Project”, the Consultant should work closely with other international and national project consultants.
Key qualifications and inputs of a consultant
The consultant must possess:
- higher education in the field of jurisprudence, international jurisprudence;
- at least 10 years of practical experience in the relevant field (jurisprudence, jurisprudence in health, international jurisprudence);
- knowledge of international health standards on emergency medical services, the basics of medical service for emergency situations, basic international conventions and declarations in the field of health.
- Experience in projects funded by the World Bank, the European Commission or other donor organizations is encouraged;
- fluency in English, knowledge of the Russian language is an advantage, knowledge of working skills in text editing programs, spreadsheets, e-mail, graphic programs.
IV. Reporting

- The consultant reports to the Republican Scientific Center of Emergency Medical Aid (RSCEMA) of the Republic of Uzbekistan and the PIU of the "Emergency Medical Services Project". The consultant should base his report and take into account all aspects of ToR, noting key issues.
- The consultant should provide the following summary reports:
- Preliminary report on planned work with a description of the mechanism for completing tasks (4 weeks after the start of work).
- Final activity report - within 10 business days after completion of work.
- All reports should be submitted to the PIU Executive Director of “Emergency Medical Services Project” (electronic version + hard copy) in English and Russian. The PIU must approve all reports within 10 business days.
- All correspondence with the Government and other departments related to the Project should be sent through the Executive Director of the project. The Final Report and other documents prepared by the consultant must be submitted to the PIU Executive Director (electronic version + hard copy) in Russian and English. The PIU must approve the reports within 10 business days after the approval of the report with the expert commission of the Ministry of Health.
V. Organizational measures
Executive Agency and Client
The consultant works at the RSCEMA and PIU of the “Emergency Medical Services Project”, working closely with national specialists and partners, both at the ministry level and beyond. This will ensure active involvement in the development and detailed implementation of the project for local stakeholders. To the extent possible, the Consultant should ensure the strengthening of the institutional capacity of the RSCEMA in the course of the project. By order of the Ministry of Health of the Republic of Uzbekistan, an expert working group has been created at the RSCEMA to work with foreign and local consultants.
Service duration
The Consultant will provide its services within 3 months of 2020 according to the schedule agreed with the Client.
Client’s inputs:
The PIU will provide the consultant with a furnished office space, access to equipment for document reproduction and local communication services, including the Internet. The consultant should have their own laptop for use during the provision of services. In addition, the PIU will provide relevant materials and reports through an expert working group, help establish contacts with various interested organizations / institutions, and organize meetings with representatives of interested groups and other interested parties.
